​Our Mission, Vision, and Philosophy

Jubilee Career Center for the Performing Arts, Inc. is a 501(c)-(3) non-profit arts organization created to bring Art, Education, and Healing to inner-city children and their families. JCCPA was launched in 2006 as an unincorporated organization by a mother and her son. 

We believe in the importance of the arts and education being experienced by all children and adults and that the arts are a way of finding healthy expressions of feelings, thoughts, emotions, and ideas. 

Our mission is to address youth, children and families social, emotional and intellectual well-being and development through the arts, and education.
 
Our vision is that every child/youth, family and individual have the opportunity to explore and experience the arts, education and technology and that they will use them as a creative practice within their lives and/or career choices.

Judy L. Perry is the visionary behind Jubilee Career Center for the Performing Arts, a 501(c)(3) nonprofit dedicated to bringing Art, Education, and Inner Healing to youth and families. Since 2003, Judy has led Jubilee in offering high-quality after-school programs focused on cultural, classical, visual, and performing arts, while also addressing the emotional and social needs of children affected by trauma.

A lifelong artist and advocate, Judy’s passion was born in her childhood living room, performing with her siblings to Motown classics. Despite early setbacks—including becoming a teen mom and surviving domestic violence—Judy transformed her pain into purpose. Her journey through trauma, healing, and resilience fuels her commitment to breaking generational cycles and helping children unlock their creative potential.

Through Jubilee, Judy continues to inspire hope, healing, and opportunity—reminding us all that the arts are not just an outlet, but a path to empowerment.



Turning Pain Into Purpose Through Art, Healing, and Education.

Judy L. Perry’s journey of healing from the trauma of domestic violence began through community organizing and advocacy with Destiny House, Inc., a domestic violence agency for pregnant and parenting teens. Under the mentorship of Founder and Executive Director Eleanor “Candy” Brown-McSwain, Judy trained as a DV advocate, eventually becoming Volunteer Coordinator, Teen Moms Group Facilitator, Domestic Violence Advocacy Trainer, and Executive Assistant. Her work culminated in her role as Coordinator of Programs for Pregnant and Parenting Teens.

At Destiny House, Judy reconnected with her artistic roots—not on stage, but as a healing facilitator. She introduced creative expression as a powerful form of trauma recovery for young mothers, using art therapy to help them reconnect with their inner selves, strengthen bonds with their children, and begin their own healing journeys. Whether victims or perpetrators, the young women Judy served found in the arts a voice when words fell short.

Her commitment to community continued through Making Connections Providence, a 10-year initiative of the Annie E. Casey Foundation. Judy served as a Resident Leader for five years, and on national and local design teams for leadership and engagement strategies. She also held roles on advisory boards and community-based committees across Providence.

Judy is a certified facilitator of Mind in the Making (MITM) by the Families and Work Institute, where she deepened her understanding of the vital connection between social-emotional development and learning. She also led Play and Learn, part of the Carnegie Corporation and Annie E. Casey Foundation’s Starting Points Initiative. As the Founder of Jubilee Cares Early Learning Center, she continues integrating arts, healing, and education for the youngest learners.

Today, Judy is excited to launch new after-school and early learning programs across New England, offering ballet, sculpting, culinary arts, and more. Her long-term dream is to establish the Jubilee Cares Family Education Complex—a full-scale arts and learning center serving children and families from infancy through adulthood.
Judy holds an Associate’s Degree in Business Management from the Community College of Rhode Island and a Bachelor’s Degree in Human Development and Family Studies (Childhood Settings) from the University of Rhode Island.
